Russell was among 'The Immortal Seven', a group of aristocrats who invited William of Orange to take the English throne from James II. He commanded the Anglo-Dutch fleet against the French at the Battle of Barfleur in 1692 and was Commander-in-Chief of the Mediterranean fleet from 1694. For the first time that year, the fleet overwintered in the Mediterranean, a policy which would ultimately lead to the establishment in 1704, of the permanent English naval base at Gibraltar.
