Some of the circular marks visible in the photo are on the glass, both on the outside and inside of the glass.
Some of the circular marks are on the surface of the painting, in both cases they are appear to be mould or similar.
Aside from these, the work appears to be in generally good condition.
Under glass and not examined out of frame.
