The watch is overwound and currently not working, presentation inscription to the outside of the inner case, case hinges are very stiff, watch glass lacking, dial and hands in good condition, case exterior in good condition, hallmarks clear, maker's mark R.N to case. Hands will change, but are a bit stiff.
The balance wheel is fairly rigid, it is possible that the oil lubricating the movement has completely dried out, it does not seem that the balance wheel is actually broken. There are no haircracks to the dial.
